To a degree, special ammo works as a buff for some types of weapons which underperform (pistol calibers can use silent subsonic ammo, shotguns can use lots of weird stuff), and to a degree it works as just a randomization factor. "Do I take this crappier gun with AP rounds, or do I take the better gun with FMJ?
